The resource loader cache doesn't have loaded MUI entry.

This is an error message that comes up on some applications and when trying to install new software. The machine is a Compaq Intel 3 gig duo core, 1 gig of RAM, 160 gig harddrive, that runs Vista Premium. Hours have been spent trying to resolve this problem. Any help will be appreciated and I'll dance at your next wedding.
